When jobs, housing, or public budgets feel scarce, governments often face a difficult choice: should citizenship determine who comes first, or should legal residence, need, and contribution matter more? Supporters of citizen priority may argue that a state’s first duty is to people who already belong politically and pay into its systems. Others argue that long-term immigrants also work, pay taxes, raise families, and become part of everyday social life.

The evidence does not support one simple conclusion. Economic effects vary with workers’ skills, age, legal status, local labour shortages, and the design of welfare systems. Migrants are not automatically a fiscal cost or a fiscal gain, and refugees may have urgent protection needs while also facing extra barriers to employment. A fair policy might therefore distinguish between emergency support, benefits linked to past contributions, and full political membership. The central tension is how to balance solidarity with citizens, equal treatment, economic practicality, and human dignity without turning immigration into a zero-sum competition.
