City noise is often treated as an unavoidable part of urban life, yet its effects are not limited to irritation. Repeated or badly timed sound can interrupt sleep, concentration and conversation, while long-term exposure to transport noise is associated with wider health risks. Traffic is particularly hard to manage because it is continuous, widely shared and shaped by decisions about roads, housing and public transport. Noise can also affect people unequally, especially those living near busy roads, rail lines or airports.

Legal limits promise a clearer boundary between ordinary activity and a nuisance, but decibels do not capture everything. A short, predictable construction project may be easier to tolerate than intermittent bass late at night, even if measurements look similar. Cities must weigh residents’ need for rest against nightlife, work, cultural life and affordable building. The key questions are whether rules should vary by time, place and source, and whether enforcement should rely on complaints, monitoring, fines, mediation or changes to urban design.
