Citizenship by investment, sometimes called a “golden passport” scheme, allows a government to fast-track naturalisation for applicants who make a specified financial contribution, invest in a business, or buy approved assets. Supporters see it as a practical way for small or capital-hungry states to raise revenue, attract entrepreneurs, and fund public projects without increasing taxes. For applicants, it may offer mobility, personal security, family options, and access to a more stable legal system.

Yet citizenship is more than a travel document: it brings political rights, legal protection, duties, and membership in a national community. Critics argue that a price-based route turns an equal civic status into a privilege for the globally wealthy, especially when migrants who live, work, and pay taxes for years face slower paths. The debate also concerns safeguards. Weak checks can expose programmes to money laundering, tax avoidance, corruption, or security threats; strict checks, genuine residence, language learning, and evidence of social ties may reduce those risks. A central question is whether investment can complement integration, or can ever replace it.
